Barnard contracted KEE to design and build a platform capable of carrying a spider concrete placer and workers up a 45-degree dam plinth wall foundation, allowing the placer to pour the foundation ahead of itself. The platform has a total capacity of 24,000 LB and a self-weight of 16,500 LB. It features manually adjustable legs to maintain a level surface while ascending slopes ranging from 18 to 45 degrees. Additionally, the platform is equipped with twin 8,250 LB line pull DC winches, a battery system, and load-sharing rigging, enabling it to pull itself uphill.
